Tour Study to Sihanouk Ville Port

At the end of lecture about Cambodia Customs and Excise, Excellency Dr. Pen Siman, Delegate of the Royal Government of Cambodia, in charge of the General Department of Customs and Excise, leaded more 30o students from Royal School of Administration to see the reality in which he had tough during 4 weeks in the class.

The tour study sponsored  by H.E Dr. Pen Siman, under supporting by Samdach Akkak Moha Sena Padey Dekjo Hun Sen, the prime minister of Cambodia. The 3 days trip was at Sihanouk Ville Port. The students was welcome warmly by H.E Lonh Vannak, the chief of Customs branch of Sihanouk ville and the staffs there.

Excellency Dr. Pen Siman, showed the process of export and import products to the port to understand about the customs procedures and technique in controlling the port, especially to get to know the Automated System for Customs data which is the computerized system in controlling and storing all customs data. Also, We had shown the Gamma Ray Scanning Station that used Gamma Ray to scan the products in Containers by using computer to check the products in Containers by non using person.

My Studying at ERA, near by the end

The continuing Education for civil service servants lasts only one year. It is so short but very best program. We have done many experiences with it, Study Tours, Conferences, Case Studies, and many assignments and homework . All of projects involve with governor’s work, especially related to current strategies and framework of the government to develop the country.



the subjects are Human Resource Management, Leadership Skill,   Risk Management, Communication crisis and also about the Laws like Civil Law, Criminal Law, Labor Law, Married Law, The common statute of Civil Servants and we learned about how to provide the better service to people . We have to change from the behavior of manager to be a better service provider. The lecturers also are good, most of them are from Ministry and institution of government such as

  • Professor Geoff Gallop, the former western Australian Primier and the Director of Graduate School of Government (GSG) of the University of Sydney,
  • Excellency Dr. Heng Vong bunchat,
  • Excellency Pech Bunthin Secretary of State, State Secretariat for Civil Service

My study at Royal School of Administration (RSA/ERA) is going to finish soon. The exit exam will be hold next 2 week next after we back from Sihanouk Ville. We will go to visit Sihanouk Ville Port to understand how the customs work over there, I will see the technology called Automated System for Customs Data (ASYCUDA) that is the new and high technology to control the port. This trip will be supported by Excellency Dr. Pen Siman, delegate of the Royal Government in charge of the General Department of Customs and Excise of Cambodia.

The time is going forward and great time to be with friend at ERA is limited to finish soon. what we can do, just try to collect all good memory to share on this website. Good luck all my friends.

My Greatest Lecturer at Royal School of Administration (ERA)

Among lecturers at Royal School of Administration of Cambodia, Excellency Dr. Heng Vong Bunchat is my most interesting teacher. The class lecture is easy to catch and understand.  The subjects come along with examples and fun. We have learned clearly about the government systems of the world including  the Presidential system, Parliamentary System and Semi-Presidential System. Also we have been learning about the types of states, and type of political parties and other articles like Democracy, Constitutional Law, and so on……….

Administration Reform by Soly Vannpok

I with my classmates were just finished a subject that learning about Management and Administration Reform. It was taught by Lecturer Soly Vannpok, the director of Continuing Education Training of Royal School of Administration. The subject was providing the idea of reforming from Bureaucracy to be a new public management in which we discused about the advantages and disadvantages of them. Moverover, we have compared the economy of developing and developed countries to see why they are different.

The students were ordered to do assignment that related to current issues that happening in ministry where they are working. To my group, we have chosen a topic about the developing of Human Resource Management of public servant of Environment Ministry.  We have been researched and gotten good achievments of  this ministry. We have learned alot of concepts from this research. At finally, my group was great at presentating to classmates. I have understood lots of knowledge  from this lecture, especially the presiontation of my classmates that given good experiences of thier work from various minitries.

I thank so much to teacher Soly Vannpok who spend value time and knowledge to help us in completing this subject. I believe, this understanding will be benefit to all students for thier workplace. They will be a better public service providers, following by the wonderful stategies of Royal Government of Cambodia.

Welcome Xi Jiping, Vice President of China at RAC

Tuesday, December 22, 2009, I have joined the ceremony of opening the Confucian Institute at Royal Academy of Cambodia (RAC) in Phnom Penh together with other classmates from Royal School of Administration (RSA/ERA) and other people, about 2150. The ceremony was addressing by Excellency Xi Jinping, vice president of China and excellency Sok An, deputy premier of Royal Government of Cambodia.

Dr. Khlot Thyda, the president of the Royal Academy of Cambodia said that the Institute constructed completely since August 12, 2009 . It is under supporting of Excellency Sok An, China Embassy , Canadia Bank, Suy Tay company, Chi Chang University and  the central center of Confucian Institute.

It is an another symbol of good  relationship of China and Cambodia, The institute will provide more benefit in Education and exchange the culture, Deputy Premier said.

Royal school of Adnimistration at Ceremony

The Royal Academy of Cambodia (RAC)was originally established by a Royal Decree of 25 August 1965 and placed under the Office of the Council of Ministers. However, by the time war broke out in Cambodia in 1970 it had still not started operations, and in the following years it disappeared completely amidst the turmoil of the Khmer Rouge period.Efforts to revive the Royal Academy began in March 1997 with the establishment of the Academy of Cambodian History, later the Academy of History. In 1999 this institution became the Royal Academy of Cambodia (RAC), with five sub institutes – the Institute of Biology, Medicine and Agriculture, the Institute of Culture and Fine Arts, the Institute of Humanities and Social Sciences, the Institute of National Language, and the Institute of Science and Technology.

Visiting Preah vihear by ERA’s Students

A few day-trip to Preah Vihear temple is a main Tour-Study of Royal School of Administration for academic year 2009-2010. The trip was arganized by Excellency Ly Kim sok, the director of School and under Coorperation of Prime Minister Bodyguard Unit (PMBU). The purpose of trip are studying about real situation of Preah Vihear area and visiting the soldiers who protecting the boder over there. The Trip was welcoming by General Hing Bun Heang

was constructed during the reigns of the Khmer kings Suryavarman I (1002 -1050) and Suryavarman II (1113 -1150). On July 7, 2008 (Cambodia Time Zoon), the World Heritage Committee decided to add Prasat Preah Vihear, along with 26 other sites, to the World Heritage Site list.
