Administration Reform by Excellency NGO HONGLY

Posted by admin On December - 3 - 2009

Administration Reform is an important subject at Royal School of Administation (ERA/RSA) that it is touch about the strategies of Royal Government of Cambodia in reforming the Publice Service Delivery to be better. On  Tuesday, December 01, 2009 we have a class lecture on Administraion Reform and the serving People Better by Excellency Ngo Hongly, Secretary General, Council for Administrative Reform.H.E Ngo Hongly,Secretary General, Council for Administrative Reform

The Council for Administration Reform has been delegated by the Royal Government with the duties and role related to initiatives, coordination, promotion and observation of the technical implementation and experiences in order to implement the policy of public services delivery successfully. The strategic objective of the Royal government in public service delivery is to “Serve People Better” . This means the public administration has to

  • Ensure The Accessibility to Services
  • Provide Services to where needed
  • Be Transparent and Acountable for the Service Delivery
  • Quality and Efficiency and Effectiveness of Seervices

To achieve the above abjective, there are two main strategies for the implementation process

  1. First, Change the attitude and the work behavior of the civil servant from th administrator to the service provider. Good service provider has to provide good service to customers (people) with good behavior, including the language used, general work communication and the delivery of services when and where needed. To delivery services with quality, efficiency and effectivness, it primarily requires the civil servants to have a clear understanding the concept of “Service Provider” and “Service Consumer”.
  2. Second, change the work processes from the “Functional Structure” to the “Operational Structure”. This approach is forcused on the improvemnet of working behavior within the public administratiion toward results. Currently, the work behavior in the functional structure follows the defined procedures and regulations without thinking about the results, effeciency and effectiveness and the satifaction of the service consumers. Provide the right product to the right People, by following thier needed .
